Causes:

Anti-Virus Might be blocking the installation .
Microsoft VC++ Components might be corrupted.

Workaround 1:

• Disable the antivirus installed and retry installation.
  
  

Workaround 2:

⦁ Download and install Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package ATL Security Update from the given below link
https://www.microsoft.com/enus/download/details.aspx?displaylang=en&id=14431

Workaround 3:
⦁ Perform SFC /SCANNOW [ scan operation]
open Command Prompt as Run as admin
type command sfc / scannow
wait till scan operation completes and restart the system and try to install sql 2008.
