Workaround 1:

Add “Administrator” and and give full control permissions to the following registry component.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer\ UserData\S-1-5-18\Components.

Workaround 2:

This is a permissions problem and you need to actually be the Admin to install the SQL Server and not just have Admin privileges.
