SQL Server setup failed to modify security permissions on the file. To proceed, verify that the account and domain running SQL Server setup exist, that the account running SQL Server setup has administrator priviliges, that exists on the destination drive.

Open Group Policy…Add user here…
Start | Run | Type: gpedit.msc | OK |
Navigate to
Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment\Debug programs

Add administrator user.

Workaround 2:

Logged on to system as administrator and try again.
