Workaround 1:

This error is caused by insufficient permissions. Log on as user with appropriate permission to install or uninstall an application.

A Restricted user does not have permission to access the registry, which is necessary for uninstalling programs.

Workaround 2:

Log out of Windows and log in as Administrator on the local computer.
